The D.I.A.A. STATE CHAMPIONSHIP MEET will have a separate entry fee with individual and team entries due via directathletics.com in accordance with the application deadline published in the 2006-2007 D.I.A.A. Winter Sports Tournament Manual.  Each School will be allowed to enter a maximum of three people per event providing they have qualified.  There is a maximum of four events per person. To be eligible for the State Championship Meet, you must have competed and qualified in events you have entered.  Qualifying must be during the 2006-2007 indoor season and in the state meet events – no converted times will be accepted.  Any performances from sanctioned indoor high school meet can be used as long as meet results are forwarded to the State Meet Director. No documentation will be needed for N5CTA Winter Meets.  The following entry limitations will be used as qualification standards for the 2006-2007 D.I.A.A. State Championship Meet:

Only HIGH SCHOOL GIRLS’ & BOYS' TEAMS are permitted to compete.  All meets will be open to Delaware High Schools and Selected Out of State Schools by INVITATION ONLY.  Each team must have a roster on file with D.I.A.A.    NO ONE will be eligible to compete whose name is not on their team’s roster.  Any changes or additions of athletes to the team rosters must be submitted to D.I.A.A.  These are N5CTA WINTER TRACK ASSOCIATION MEET RULES for ALL PARTICIPATING SCHOOLS.

A COPY OF YOUR ROSTER MUST ALSO BE ENTERED ONLINE, AT directathletics.com PRIOR TO DECEMBER 7, 2006.  THIS IS A MUST AND IS THE COACH’S RESPONSIBILITY.

 

WEATHER:  Regarding weather conditions and possible cancellations, call Jim O’Hara at 354-1453 or Tracey Griffith at 984-1313. Listen to the local radio stations, WILM 1450 AM, WDEL 1150 AM, WSTW 93.7 FM, OR WJBR 99.5 FM.  Only under SEVERE weather conditions will the meet be canceled. 

 


 

TEAM ENTRIES

 

Each competitor will be permitted to compete in a MAXIMUM of FOUR events and each school will be limited to TWO people per event, in all running and field events (except LONG JUMP, TRIPLE JUMP and POLE VAULT  where 3 entrants per school will be allowed).  Schools can enter ONE RELAY TEAM PER RELAY, and ARE ALLOWED ONLY ONE EXTRA “B” RELAY TEAM IN ONE OF THE 3 RELAYS AT EACH MEET. 

 

There is a PENALTY if a school enters more than allowed and it is not detected until after the event is completed:  In the next meet, the penalized school may not enter anyone in that event.  Final week, no one in that event in the first meet next year.  Team entries which exceed entry limitations and are detected prior to competition will not be allowed to compete.

 

COACH AND TEAM RESPONSIBILITIES

 

COACHES must be at the meet before their team will be allowed to compete.  Any coach that is not going to be at a meet has to notify the meet director in advance and needs to have a school-affiliated adult approved by the meet director which will act as the coach for that day. This school-affiliated adult will assume all of the responsibilities of the coach including the responsibility of performing as a meet official.

ALL SCHOOLS' COACHES will assist in the officiating of the Association Meets.  Only COACHES can be used as officials.   If a school has TWO teams (Girls & Boys),, they will be assigned A JOB FOR BOTH THE BOYS’ AND THE GIRLS’ PORTIONS OF THE MEETS.  A school that has one coach for both girls & boys teams will be given officiating assignments for both portions of the meet.  NO TEAM will be allowed to participate unless the coach agrees to fulfill this obligation and actively participate as a meet official and assist in the smooth running  of the meet.

PENALTY:  One warning will be given, and then on the team will have to leave the meet.  If the offence occurs at another meet, the team will be suspended for one meet.  COACHES IT IS YOUR RESPONSIBILITY TO HELP PROVIDE FOR A SMOOTH RUNNING AND WELL-OFFICIATED MEET!

 

SET UP & CLEAN UP:  Girls Teams will be assigned for SET UP & Boys Teams will be assigned for CLEAN UP. Girls Teams report to the meet director at 8:30 AM.  Boys Teams will stay ~30 minutes after the last event is finished to assist in the clean up.  (The meet director will assign teams at least one week in advance.)

 

NO SPIKES of any kind are allowed in the Tower Hill field house.  NO SHOES that take spikes (i.e. no spike plates) are permitted.  Long Jump, Triple Jump, and Pole Vault athletes may use 1/4" (or less) spikes on the outdoor runways.

 

THE NFHS RULES PERTAINING TO UNIFORMS WILL BE ENFORCED WITHOUT EXCEPTION. 

 

Competitors will not be permitted to wear jewelry (except watches), wristbands, sunglasses (except prescription), baseball caps, bandannas, headbands, or other head coverings or adornments.  However, a scrungie which is not more than 2 inches in width, is of a single solid color, and is worn to hold a competitor’s hair in place will be permitted.

 

Competitors competing at the outside venues (i.e. long jump, triple jump, and pole vault) are exempt from uniform regulations due to the harsh weather conditions, but are asked to wear identifiable team apparel to aid in the officiating of these events. 

 

RULES OF CONDUCT:  NO FOOD OR DRINKS IN THE FIELD HOUSE.  NO SPIKES, NO MUSIC, NO HORSE PLAY.  NO THROWING OF BASKETBALLS, FOOTBALLS, etc.  PENALTY: If any individual or team breaks the rules, their team will be asked to leave and not permitted to compete.  Second VIOLATION will result in a one meet suspension.   COACHES THIS IS YOUR RESPONSIBILITY.


ENTRY AND SEEDING PROCEEDURE

USE ONLY OFFICIAL RESULTS FOR SEEDING PRUPOSES.

 

DIRECTATHLETICS.COM WILL NOT ALLOW COACHES ACCESS TO THEIR  ENTRIES AFTER 7:00 PM THE EVENING PRECEDING EACH MEET.  THIS IS THE ENTRY DEADLINE!

 

PROBLEMS WITH ENTRY AND SEEDING NEED TO BE ADDRESSED TO THE MEET DIRECTOR PRIOR TO THE 7:00 PM DEADLINE.  ALLOW YOURSELF TIME TO REGISTER!  REGISTER EARLY!   AVOID CONFUSION AND PANIC!

 

 

ENTERING AND SEEDING THE INITIAL TWO MEETS

 

        Seed times submitted should be accurate estimates of individual’s capabilities, but after the individual has run the event, only the actual time run can be used.  No competitor can be entered with a slower time or NO TIME when he/she already has a recorded time in the N5CTA Series.  If an infraction of this rule is detected before the event has been run, the competitor will be assigned THE CORRECT TIME AND PLACED IN THE CORRECT HEAT..

 

         Once an individual has competed in the N5CTA Series, their actual performances must be used as their seeding times.  If an athlete or team has not competed in an event during the first two meets, an estimated seed time may still be used.   The exception shall be an obvious error or misjudged time, which shall be dealt with on an individual basis by the meet director.  

 

        For Relays, with an official recorded time in the N5CTA Series, only that time or a slower time can be used to allow for changes in relay team personnel, etc.  If a faster seed time is detected before the event has been run, the team will be assigned THE CORRECT TIME AND PLACED IN THE CORRECT HEAT.

 

AFTER THE INITIAL 2 MEETS

 

        After the second N5CTA meet only actual performances from the previous two N5CTA sponsored meets can be used for seeding purposes. Individuals and teams which have not competed in an event by this point in the series may not submit seed times.  The seeding prompt on directathletics.com must be left blank and without a time or performance. Coaches may need to erase or clear this area as previous performances or seed times may appear in the prompt.  Remember, only actual performances may be submitted – not faster nor slower!  Use the official results published on n5cta.com to ensure that your entries are correct.  All entries will be checked by meet management and corrected if not in accordance with these official results.

 

        ENTRIES WITHOUT QUALIFYING PERFORMANCES OR SEED TIMES MUST BE ASSIGNED “NO TIME” BY LEAVING THE COMPUTER PROMPT BLANK OR ERASING PREVIOUSLY RECORDED PERFORMANCES OR SEED TIMES.  DIRECTATHLETICS.COM DOES NOT AUTOMATICALLY UPDATE YOUR TEAM’S PERFORMANCES.  THIS IS THE COACHES’ RESPONSIBILITY.

 

         Two notable exceptions to the use of seeding times exist:  (1.) A 3200M seed time may be submitted in any meet provided that the athlete has not previously established a performance at an earlier N5CTA series meet.  (2.)   Slower relay seeding times may still be submitted to allow for changes in team personnel, etc.

 

 

RELAYS

 

NO “B” teams may “BUMP” other legitimate “A” teams from the seeded sections.  All “A” teams will be given heat and lane preferences over “B” relay teams.  

 

Relay Cards will be available at the scorer’s table prior to the beginning of the meet.  These cards should be filled out by a coach and turned in to the clerk of the course when the relay team reports for the event.  This card should contain the final four names of the athletes which will compete in that relay at that given meet. 

 

 

PERFORMANCES SHOULD BE PROVIDED FOR ALL FIELD EVENTS!

 

 

 

ENTRY CHANGES AND SUBSTITUTIONS

 

Substitutions and changes in team entries will NOT be permitted unless inclement weather forces the cancellation of outdoor events.  In this case, substitutions and changes pertaining to contestants from those events will be approved by the meet director provided that they are made by the designated time prior to the beginning of the meet – generally 60 minutes prior to the starting time.  No alterations in meet entries will be made after the start of the meet.

 

Be sure to print a copy of the e-mail confirmation for your entries and bring this information with you to the meet.  this e-mail confirmation is your documentation of the entries which you made for the meet.  only discrepencies documented by e-mail confirmations  will be addressed the day of the meet and only if they are brought to the meet director’s attention prior to the beginning of the meet.  

 

 

 

LANE SELECTION AND ADVANCEMENT

 

Preferred lanes shall be awarded in accordance to fastest documented seed times in the N5CTA sponsored series:

In events not contested in lanes, including relays, lane preference shall be awarded to the fastest documented seeded times in the N5CTA sponsored series with preferred lanes given from the inside of the track  to the outside.

 

To advance to the next round of competition (finals), preference shall be given first to time, and next to place.

55 Meter Hurdles:  Girls Hurdles (5) 33", Boys Hurdles (5) 39", Maximum of 6 lanes. HEATS ON TIME.  FINALS IMMEDIATELY FOLLOWING TRIALS.

 

50 yards & 55 METERS:  Maximum of 6 lanes.  HEATS ON TIME.  FINALS IMMEDIATELY FOLOWING TRIALS.

 

STARTING BLOCKS will be provided.  BLOCKS can ONLY be used in FINALS and only in the 50Y, 55M & 55MH races.  Starting blocks for finals in these events may be held by a uniformed team member who remains seated, quiet, and still in the starting area.

 

200 METERS: 1¼ laps, 3/heat in seeded races—all others 4/heat, seeded races in lanes, HEATS ON TIME.

 

400 METERS:  2½ laps, 3/heat in seeded races—all others 5/heat, seeded races in lanes 3 turns, then break to pole, HEATS ON TIME.

 

800 METERS:  5 laps, break for pole, HEATS ON TIME (maximum 13/heat)

 

1600 METERS:  10 laps, break to pole, HEATS ON TIME (maximum 14/heat)

 

3200 METERS:  20 laps, break to pole, one or two heats (SEEDED heat will be first).  Lap counting is  the responsibility of each coach for his or her own runners.  Lap counting cards and pencils are available at the scorer’s table prior to the beginning of the 3200 Meter event.  Estimated times will be considered for seeding purposes at  all meets if the entrant does not have a previous recorded performance.

 

RELAYS:   Keeping track of laps is the responsibility of out going runner and not the OFFICIALS.  All “A” teams will be given preference over “B” teams no matter what the seed time submitted.

 

GIRLS' 4 X 200 METER RELAY:  5 laps, first runner in lanes, 2nd runner break in to pole, 3/heat in seeded races—all others 5/heat, each runner 1¼ laps, it is each runner's responsibility for keeping track of their incoming runner for the exchange.  No Fly zones can be used. 3/heat (seeded heats only). HEATS ON TIME

 

BOYS' SPRINT MEDLEY RELAY :  (800 meters, 200 meters, 200 meters, 400 meters) 10 laps, first runner 5 laps, break to pole (Keeping track of laps is the responsibility of out going runner), second runner 1¼ laps, third runner 1¼ laps, fourth runner 2½ laps.  No Fly zones can be used.  Maximum 12/heat, HEATS ON TIME

 

4 X 400 METER RELAY:  10 laps, 1st runner 3 turns, then break to pole, each runner 2½ laps (it is each runner's responsibility for keeping track of laps for their incoming runner), seeded heats, 3/heat (in lanes 3 turns) or 5/heat (break to pole). “B” teams as many teams as possible (break to pole).  HEATS ON TIME

 

4 X 800 METER RELAY:  20 laps, each runner 5 laps (it is each runner's responsibility for keeping track of laps for their incoming runner), heats (break to pole).

 

TIES IN RUNNING EVENTS:  Two or more runners with the same OFFICIAL time in different heats  will be tied for the same place.   A runner with the same time as one of the other runners, but is judged behind one of those runners in their heat will be placed behind all of the other runners with the same time in the final standings.

 

SHOT PUT IMPLEMENTS for the SHOT PUT event will be provided by the N5CTA. Only those SHOTS can be used during the meet.  These Shots are SOFT SHELL SHOTS.  Note:  Athletes must warm up with Association Shots only. NO OTHER Shots WILL BE ALLOWED IN THE BUILDING. (Girls Shots 4K, Boys Shots 12#).  SEEDED FLIGHTS WITH FINALS TO FOLLOW IMMEDIATELY..

 

HIGH JUMP  GIRLS          Starting Height 4' 3", then 4' 6", then 2" intervals until 6 jumpers or less remain, then 1" at a time, unless there is a mutual agreement with remaining contestants to raise the bar at different intervals.  When 13 or more jumpers are entered the 3 cumulative miss rule will be in effect up to and including 4' 6".  No athletic tape on floor (tape will be provided).

 

HIGH JUMP BOYS    Starting Height 5' 3", then 5' 6", then 2" intervals until 6 jumpers or less remain, then 1" at a time, unless there is a mutual agreement with remaining contestants to raise the bar at different intervals.  When 13 or more jumpers are entered the 3 cumulative miss rule will be in effect up to and including 5' 8".  No athletic tape on floor (tape will be provided).

 

LONG JUMP & TRIPLE JUMP events will be held outside, weather permitting.  Spikes are recommended, 1/4" or less.  NO SPIKES  ARE TO BE WORN IN THE FIELD HOUSE.  There will be three jumps per competitor in OPEN PIT FORMAT WITH NO FINALS. Complete your 3 jumps as soon as possible. (3 Entrants will be allowed in both Long & Triple Jumps)

 

POLE VAULT event will be held outside, weather permitting, at A. I. DuPont High School.  Spikes are recommended, 1/4" or less.  NO SPIKES  ARE TO BE WORN IN FIELD HOUSE.  Boys will compete in the morning, and girls in the afternoon, to facilitate coordination between the athletes and their participation in other events.  Starting heights will be 6’0” for girls and 7’0” for boy’s, then 6” increments. (3 Entrants will be allowed in the Pole Vault)

 

TIES IN FIELD EVENTS:  Second Best Distances are used to determine who gets the higher place.  In the HIGH JUMP and POLE VAULT, the jumper that made the tied height with the least number of attempts shall receive the higher place and if there still is a tie, the least total misses throughout the competition will decide the higher place.

 

 

 

PROTESTS AND DISQUALIFICATIONS

 

EVENT DISQUALIFICATIONS can be made only by the MEET DIRECTOR, REFEREE, HEAD TIMER, TURN JUDGES, STARTER, OR OFFICIAL RUNNING AN EVENT VENUE.   If a runner PASSES ON THE INSIDE OR RUNS ON, OR INSIDE, THE PAINTED LINE, they will be DISQUALIFIED.

 

PROTESTS must be directed to Meet Director in writing no later than 30 minutes after that event is completed.

RECORDS AND AWARDS

 

RECORDS:  State & Field House, at least 2 OFFICIAL watches using the slower of the two times or F.A.T. timing.  STATE RECORDS CANNOT BE SET IN THE LONG JUMP, TRIPLE JUMP, OR POLE VAULT WHEN IN IT IS COMPETED AT AN OUTDOOR VENUE.

 

MEDALS will be given to INDIVIDUAL ATHLETES who place 1st, 2nd , 3rd, 4th, 5th & 6th in the FINAL STANDINGS in all events at ALL MEETS.   To receive a medal in the 50Y, 55M & 55MH, you must finish in the FINAL, and not be disqualified.  RELAY TEAM MEMBERS who place 1st, 2nd & 3rd in the FINAL STANDINGS will receive medals. (B RELAY TEAMS are unofficial and do not receive medals)

 

N5CTA INDOOR TRACK AND FIELD GRAND PRIX:  The Grand Prix was started in 1987.  This cumulative performance event will be contested at all N5CTA Series Meets as well as the D.I.A.A. State Championships.  The Grand Prix is held for all individual events and relays.  There will be an Overall Grand Prix for individuals and a Combined Grand Prix for relays.

 

Scoring for the Grand Prix is as follows:
